Julius Amumpe holds Uganda Management Institute (UMI), Post Graduate Diploma in Monitoring and Evaluation; Uganda Martyrs University (UMU), Master of Science in Health Services Management (Epidemiology) and Makerere University Kampala (MUK), Bachelor of Medicine and Bachelors of Surgery (MBChB).
He has expertise in Outbreak investigation and surveillance and data management in the context of response to Ebola, Marburg, Yellow fever, Measles, Covid-19 and other diseases/public health events; Development of strategic policy documents including Health Sector Development Plan (HSDP) ; Monitoring and Evaluation Frameworks/Plans, National Action Plans for Health Security (NAPHS) including for Uganda, South Sudan and Somalia, Uganda One Health Strategic Plan 2018-2022, Service Delivery Standards (SDS), Country Multi Year Immunization Plans, etc; Practical application of the Logical Framework Approach (LFA) in M&E of the IHR core capacities; Quality of care assessment expertise; National Coordinator of the health facility quality of care assessment program in the Standards, Compliance, Accreditation & Patient Protection (SCAPP); Quality Improvement skills considering the quality triangle which looks at the three cornerstones of defining quality, measuring quality and improving quality; Health planning, management and policy formulation; Application and practical use of novel analytical tools including the Bottle Neck Analysis (BNA), management checklists, prioritization matrix, Lots Quality Assurance Sampling (LQAS) for Monitoring and Evaluation (M&E) of health interventions; Supervision skills – National supervisor for several programs such as the Results Based Financing (RBF) program, the national Expanded Program on Immunization (EPI), the Outbreak Preparedness and Response Unit; Capacity building skills for Human Resources for Health (HRH) from the health facility level to the district and all the higher levels.
He has supported health systems in different countries including Guinea, Somalia, South Sudan, Uganda and Namibia and others.
