Since late 1980s Uganda has instituted numerous health sector reforms and policies aiming at improving the functioning and performance of the health sector and, ultimately, the health status of the population. Health services in Uganda are provided by the Ministry of Health (MoH), Ministry of Local Government (MoLG), Private and non-government organizations (NGOs) particularly religious groups. Barriers against use of services include internal factors such as the popularity of the facility (which may reflect perceived quality of care or costs incurred by users), as well as external barriers such as distance and transportation problems. KSCL is keen on providing expert services in improving the delivery of health services to end users through improved health management systems. Key to our approach is client need based and may differ case to case. Our focus is on providing that missing expert service that adds values to existing systems of health care
